This Tutorial is a compilation of what I could find on the web. I took the best features from a few tutorials and put together, what I think is, the easiest way to create SuperVCD from DVD.
Software:
VobDec or DeCSS
FlasKMPEG
LSX Mpeg1/2 Plugin
Vitec Mpeg Cutter
I-Author Deluxe
I-Author Limit Remover
Adaptec Easy CD Creator
Method:
1st: You need to 'rip' the DVD movie files to the HDD using either VobDec or DeCSS (see the seperate ripping guide)

2nd: Install the FlasKMPEG encoder then unzip the LSX plugin files as instructed in the included .txt file

3rd: Run FlasKMPEG, open the 'vts_01_1.vob' file that you decoded. You will now get a message box tell ing you which 'vob files have been loaded (all consecutive files are loaded and treated as one). Click 'OK' and, if you are asked to select an audio track choose the one with 80 for english (record a few minutes and check) and click 'FlasK it'.
Under 'Options' - 'Select Output Format' make sure 'LSX MPEG-1 or MPEG-2' is selected
Under 'Options' - 'Output Format Options' use the following settings:
General; 'Output File Type' - MPEG-2, 'Audio Stream Bitrate' - 128 Kbps, 'Motion Estimation' - 16, 'Multiplex video/audio' - checked, 'Aspect Ratio' - 4:3, 'Profile and Level' - Main Profile & Main Level, 'Video Source Format' - PAL, or NTSC.
Bitrate; 'Variable', 'Maximum Bit Rate' - 5000, 'Rate Control Modes' - Keep Specific average bitrate, 'Average Bit Rate' - (see table below).
IBP Sequence; leave these settings alone

If you want to fit any more onto a CD use VCD standard encoding.

Now in 'Options' - 'Global Project Options' use these settings:
Video; 'width' - 480, 'height' - 576(pal) 480(ntsc), 'iDCT Options' - MMx iDCT, 'Time Base' - 25(pal) 29.97(ntsc)
Audio; 'Audio Mode' - decode audio, 'Sampling Frequency' - 44100
Post Processing; leave these settings as standard
Files; Choose an output file.
Choose - 'Run' - 'Start Conversion', you now have a few hours to kill. If you leave the PC alone it with finish quicker.

4th: You now have a film.mpg file with your movie on it. Unless it was a short movie for 1cd you need to use Vitec's Mpeg Cutter to split the file into 2 or 3 sections (depending on the intended No. of disks)
Start the Mpeg Cutter and select 'MPEG-2 Program', select file/open and select your film.mpg. At the beginning of the movie click the 'In' button, now select the point where you want to split the file and click 'Out', now select 'copy' in the file window and 'paste' in the recording window. Now click the 'Create Sequence' button, Select MPEG Audio and Video, but not Program options. This will create an M2V file and an MPA file for video and audio.
Repeat this, marking the start and finish point for each section (using seperate filenames for each section)
*NOTE IGNORE THE ERRORS, THEY RELATE TO DVD STANDARD*

You now have a collection of audio and video files. You now need to use I-Author to pair the files and prepare an Adaptec Easy CD Creator disk images. I found a great guide for this, rather than duplicate it here check to out HERE or I have loaded the page HERE
