Air Raid Shelters
On the night of 30 September 1917 some 300 000 Londoners had taken shelter in the capital's underground system during a German air raid. The government feared a repetition of these grim scenes in any future war and the development of a 'deep shelter mentality' by thousands of citizens, who would disappear underground and refuse to come to the surface.
